All votes taken during PBA meetings should be roll call. Every delegate should be held accountable for his or her voting stance. Here all those years the membership was led to believe that the increase in membership dues was needed & to be used to fight the control board. Now we learn that was not the case. The executive board used that extra money to benefit themselves personally. So the president brought his wife to an out of town function. Big fucking deal. Which one of you Wiesel assholes is going to go out of town for the betterment of the union and never take your wife? So a guys pension is based on base pay while you get a big fat pension with all your union fought OT base on seniority which the union fought for. I know the new guys can't totally benefit from that but their pension will still be based on more than base salary. Just base salary!! Point your fucking finger and have no clue what others have sacrificed for you. I don't think the plane ticket out weighs a diminished pension for life. I think I see many more reforms coming, I just hope you bitches can live with them.
Personally, I put the entire blame on the weak, weasel leadership of Penis. He could have put a stop to all this mess from the very beginning by just being honest and forthright with the membership. He and the board would have took some heat, sure, but it wouldn't have ended up like this. I felt a bit sorry for Inspector Bill and Bobby Suntan after that meeting. Sure, they took liberties, but all of that could have been forgiven had we been given an honest account and an admission that perhaps they had let the luxuries and the perks get out of hand. If they would have admitted they were possibly being too lavish on themselves and promised that they'd knock it off in the future, I'm certain their once stellar reputations would have survived.
What I do blame Bobby Suntan for is his inability to recognize and recruit talent. His choice of this slump-shouldered, pencil-armed weasel as his heir apparent was a joke since Day 1. I didn't know Penis well back then, but he struck me as weak and mealy-mouthed from the first time I met him. Through the years I couldn't help but notice that Bobby Suntan's other handpicked favorites for leadership roles were almost always Yes men and dunces. Bob should have looked beyond the delegates and encouraged bright guys with good leadership abilities to take more active roles in the union. That would have given him a better pool of talent to choose from once he decided to pull the pin.

Wasn't the union meeting taped? Recorded? Didn't Panus state that in 2008 his personal accountant told him that the $500 was taxable? He also went on to answer that he did not tell Meegan, Morgan, Mistal or, O'Brien this information. Along comes 2012 and Burton "fixes" the $500 IRS screw up; which included Panus' toll. Panus stated he personally paid the unions IRS penalty on this matter. Now I ask...Why would Panus have to pay a penalty for the three years before 2012 if he was following his accountants advice? If Panus knew back in 2008 about this tax liability, why did he wait till so late in 2012 to "fix" it? Everytime this guy speaks he utters nothing but lies. He is not the type of person I want running my union. Just one example I picked up at the meeting.

I really felt horrible, and sorry for Billy M. too. Regarding our union leaders. Remember this, true leaders are rare in life. In fact, most of the so-called "leaders" in this world are actually natural born followers. It's time we really made an effort to actively encourage guys in the rank-and-file who are natural leaders with brains and guts to come forward and start participating in their union. Do you really want to go through more of these horrible meetings? I know I don't want to have to experience another PBA meeting like the one on Thursday ever again. (Part One of the meeting.) As I sat at the union meeting a horrible feeling came over me that would not subside. I fought it, but it just felt like I got kicked in the gut. At one point I thought I was gonna throw up as I watched the vindictive, petty, childish, and stuborness from PBA President Jim. I sat there in total disbelief at what I saw and heard come from the one person, who by all accounts, should be the one person that behaves in the interest of all of us not just himself. I saw a man that I used to have much respect for, squirm and sweat, like a weasel. I watched a man whom I once considered my friend, loose all dignity and integrity as he lied and lied desperate to deflect blame to everyone else, but him self. I was shocked at the things he said, the way he knew that what he did was wrong. How like the cowardly lion, he lacked the couraage to speak up and tell everyone else that it was wrong, just as he had been told by his own accountant. After the so called money saving referendum, I watched as every delegate, one by one voted NO, so that in the end it was just Jim and Mike who were left there alone to look like the fools that they must have thought everyone else was. Things were racing through my mind, I just couldn't help but to believe that somehow this was all wrong. And then came the Inspector, a man for whom the great majority have and hold in the highest of esteem. I watched as he pled for a stay of execution. I watched a handful of members speak up to say NO we have had enough!! What great courage it took to do that I thought. Finally when the old man, beaten down and deafeted, came to his good senses and resigned his postition as treasurer, the whole room breathed a sigh of relief. Then next it was the inevitable. Someone close to Jim stood up and said, what everyone was thinking. The time to end all of this is now! Jim must resign or be forced out, for his own good and for the good of the dues paying Union Members. This has to stop!! It has to Stop Now!! Not a week from now, not a month from now, it needs to stop today! The credibility that some people are talking about that we have lost is a horribly misgiuded attempt to protect a friend, I get that, but as was said at the meeting, this is NOT about friendship, this is NOT about the guy everyone is calling a rat! That was the old way of thinking, today we applaude the few who saw this through with conviction and with out fear. This is about taking back control of our union! This is about honest answers, to honest questions. This is about all of us standing up one unified voice and saying enough is enough!
(part 2 of the meeting) The credibility that we lost has NOTHING to do with the membership! The responibility lies in the hands of the one we elected to lead us us. Instead all we got was decietfull, spitefull lies from a man who could have been so much more than that. A man who should have had courage and integrity. A man who took an oath to protect us from being, bullied and being pushed around. And yet, thats exactly the way he treated us, like idots!! He treated us as if we were his children, scolding us and attempting to punish us. I continued to watch in silence and pain, what I knew was the truth. His other once and former friend and biggest supporter, Dooley, stood up and admited what by all accounts was long over due to be said. I have zero confidence in Jim to run this union. Then the real deal, basically being handed the keys to the ship, Kevin said no, today is not the right day to do this. With all the dignity, class, and honesty any human could display, Kevin continued the meeting and the motion to dismiss Jim was tabled to be brought up at the next meeting of the membership. AT LAST, It was over!! A very sad day for us and the feeling of sickness and disgust began to recede. I started to think about what had been said and how it had been said and it occured to me that for the first time in along time, integrity, and credbility had come back to the union, not disappeared as some were saying. It came back in the form of three honest individuals whom I watched behave in manner unlike any union stewards I had previously seen. It occured to me that a perfect and open democratic process had tken palce and that our voice had finally been heard. It slowly came to me that this was not the darkest day in our history, but rather that this was possibly the best day in our history, because for the first time in the history of this union the members were not afraid to speak up and do what the elected President of our union should have done. What happened here today is simply a referendum on the individuals,in question, ability to run this Union. We have way to much to loose and the union leadership must be afforded every chance to protect our interests without the albatros of past mistakes hanging around their necks. If that means, that Jim must step down or be forced out, oh well!! Let the chips fall where thay may. As the days have gone on since, my hopes for the union and for our future have brightened up, I know that the message sent here is a positve one, and I know that those who think we are just simply push overs, are wrong. All you managed to do was to wake a sleeping giant from a long slumber and with Kevin, Billy and Dooley at the helm we can rest assured that we will never ever be raped again in our sleep, by those we entrusted to protect us.
Shouldn't be to hard to round up all the receipts for the Feds. Isn't on record from the meeting that Mistal found all the receipts & paperwork that were allegedly lost and that he had them in his trunk of his car? He even offered to go out to his car to get them to show them to TR and SZ at the meeting.
Rooney and Zipp I think you 2 are owed a BIG thank you and apology. Rooney got in the game a little late but none the less, and I personally watched Zipp be treated like a punching bag for the past 18 months at every union meeting. Police Benevolent Association Ex-President in Miami Pleads Guilty to Fraud
Cops normally make arrests for theft. Vernell Reynolds, a former police officer with the City of Miami, turned out to be an arrestee. And one day - should it ever arrive - she'll likely go to prison. On April 25, Reynolds pleaded guilty in U.S. District Court for the Southern District of Florida to fraud and tax evasion relating to her embezzlement in excess of $200,000 from her union, the Miami Community Police Benevolent Association (MCPBA), which represents black law enforcement officers in the Miami-Dade County area and which she headed. She had been indicted and arrested in January 2012. Though originally scheduled for sentencing in July, and then again in August, no record of any sentence could be found. The U.S. Attorney's Office this week was unable to provide updated information. That may be the way Reynolds prefers it.
Back on January 6, federal prosecutors announced a 16-count indictment of Reynolds for wire fraud handed down the previous day. Reynolds, now 47, a resident of Hollywood, Fla., apparently had used her union's two credit union accounts as her own slush fund. Having become president of the local PBA in 2005, during September 2008-June 2010 she used an association-issued debit card to make unauthorized cash withdrawals for her personal use. Following that, she falsified financial reporting forms. Gambling likely explained most of the thefts. Court records show that fully thirteen of the withdrawals were made at the Seminole Hard Rock Hotel & Casino near Hollywood, Fla.; another was made at an Indian-owned casino in California. A joint investigation by the IRS, the FBI, the Department of Labor and the City of Miami Police Department led to the conclusion that Reynolds had stolen PBA credit union funds. She was fired from the police force shortly thereafter.
At her guilty plea, Reynolds admitted to fraud in an amount of between $30,000 and $70,000, but agreed to pay $210,000 in restitution to the association. One of her lawyers, Peter Raben, believes she deserves leniency come sentencing time. "Even good and strong people battle demons and sometimes fail," he said of his client at the April plea hearing. "Vernell is remorseful and embarrassed by what has happened, and hopes that someday those who relied upon her and are disappointed in her will come to understand and forgive." But working up that spirit of forgiveness may be difficult. For one thing, her reported income for each of 2007 and 2008 was more than $140,000 - not exactly poverty-level. For another, she also faces state criminal charges filed in March 2011 relating to falsification of tax returns. According to current MCPBA President Stanley Jean-Poix, her former fellow officers have expressed "not much sympathy [but] a lot of anger."
Frank Ginesi, frmr. president of the NJ State Policeman's Benevolent Assn. (PBA), said on April 21 that he had no idea how he ended up in fed. court. But earlier that day, he confessed to U.S. Dist. Judge Dennis Cavanaugh (NJ, Clinton) that from 1991 through 1996, he had withdrawn more than $1 million from the PBA's funds "in a manner not authorized by the [PBA] constitution and by-laws." He also admitted setting up four accounts at the Family First (later Great Falls) bank without ever informing the membership.
A Hackensack policeman was charged Mar. 8 with stealing more than $75,000 from police union funds, including money for the widows and orphans of slain officers. Allegedly, Kevin Schneider, who oversaw the several union funds as treasurer for seven years, used the money during the past four years to finance his gambling forays at the Meadowlands Racetrack and casinos in Atlantic City and Las Vegas. Much of the money allegedly came out of the Policemen's Benevolent Ass'n Local 9's death-benefits fund, which helps families after officers die. Reportedly, Schneider has almost totally depleted the fund. He also allegedly ravaged Local 9's general-operating fund, contract negotiating fund, golf-outing fund, and a fund to build an in-line skating park for city youngsters.
PBA Officers Buglio and Newman, members of the Vineland, New Jersey police force, were charged on February 17 with mishandling an unspecified sum of funds from the union they helped run, Policemen's Benevolent Association (PBA) Local 266. The pair had turned themselves into police headquarters that day; each was charged with four third-degree offenses. They also were removed from their union positions by the state PBA chapter and suspended without pay from their daily police officer jobs. No further action has been reported in the more than three months since.
Steven Buglio, 36, a resident of Vineland in southern New Jersey, had served as president of Policemen's Benevolent Association Local 266, which represents cops in Vineland and nearby Buena. Newman, 30, a resident of Elmer, N.J., served as union treasurer. According to the office of Cumberland County Prosecutor Jennifer Webb-McRae, the pair "failed to make the proper disposition" of local funds and used the money "as if it was (their) own." Authorities wouldn't comment on how much money the defendants had taken. Vineland Police Chief Timothy Codispoti reported the thefts to the prosecutor's office, which then launched an investigation. Buglio and Newman each were charged with one count of: 1) theft by failure to make a required disposition of property received; 2) misapplication of entrusted property; 3) conspiracy to commit theft; and 4) conspiracy to commit misapplication of entrusted property. Greg Pacitto, the local union vice president, since has replaced Buglio as president.

Personally, I put the entire blame on the weak, weasel leadership of Penis. He could have put a stop to all this mess from the very beginning by just being honest and forthright with the membership. He and the board would have took some heat, sure, but it wouldn't have ended up like this. Instead, Penis hid under a rock and tried to lie his way all thought this cluster fuck, ultimately, throwing Inspector Bill under the bus just to save his own skin.
I felt a bit sorry for Inspector Bill and Bobby Suntan after that meeting. Sure, they took liberties, but all of that could have been forgiven had we been given an honest account and an admission that perhaps they had let the luxuries and the perks get out of hand. If they would have admitted they were possibly being too lavish on themselves and promised that they'd knock it off in the future, I'm certain their once stellar reputations would have survived.
What I do blame Bobby Suntan for is his inability to recognize and recruit talent. His choice of this slump-shouldered, pencil-armed weasel as his heir apparent was a joke since Day 1. I didn't know Penis well back then, but he struck me as weak and mealy-mouthed from the first time I met him. An employee with the Buffalo Police Department has been arrested for prostitution.
According to the Amherst Police Department, Mary Ruchaczewski, 48, was arrested early Sunday morning at a hotel on Maple Road.
She's a dispatcher for the police department.
A spokesperson says Ruchaczewski has been suspended for 30 days pending a criminal and internal investigation.

Wasn't the union meeting taped? Recorded? Didn't Panus state that in 2008 his personal accountant told him that the $500 was taxable? He also went on to answer that he did not tell Meegan, Morgan, Mistal or, O'Brien this information. Along comes 2012 and Burton "fixes" the $500 IRS screw up; which included Panus' toll. Panus stated he personally paid the unions IRS penalty on this matter.
Now I ask...Why would Panus have to pay a penalty for the three years before 2012 if he was following his accountants advice? If Panus knew back in 2008 about this tax liability, why did he wait till so late in 2012 to "fix" it?

Capt. William Cussella has been unstoppable in his quest to make this union honest. He was somewhat successful Thursday.
Bill Mistel apparently stopped keeping records at some point. He knew that if what is happening now ever happened, it would be better not to have proof of their plundering. The act of not keeping records as the union treasurer may be enough to make Bill a future convicted felon.
Dooley Evans: He came to be an executive board member by way of the Penis ticket. He is apparently doing a decent job. I would like to here from Kennedy and Gambino about their thoughts on Evans.
City hall has got to be laughing about our situation with the union. They surely are planning against us as we try to pick ourselves off the floor.
I believe Cusella knows he isn't the answer. If he doesn't know now...he is going to be pulled aside. He has a great deal of knowledge and experience, but isn't the direction that our Union needs.

Regarding our union leaders. Remember this, true leaders are rare in life. In fact, most of the so-called "leaders" in this world are actually natural born followers. You'll instinctively recognize a natural born leader. Trouble is, I don't see too many at PBA meetings. It's time we really made an effort to actively encourage guys in the rank-and-file who are natural leaders with brains and guts to come forward and start participating in their union. Do you really want to go through more of these horrible meetings? I know I don't want to have to experience another PBA meeting like the one on Thursday ever again. It was painful on a lot of different levels. As I sat at the union meeting a horrible feeling came over me that would not subside. I fought it, but it just felt like I got kicked in the gut. At one point I
thought I was gonna throw up as I watched the vindictive, petty, childish, and stuborness from PBA President Jim. I sat there in total disbelief at what I saw and
heard come from the one person, who by all accounts, should be the one person that behaves in the interest of all of us not just himself. I saw a man that I used to have much respect for, squirm and sweat, like a weasel.
I watched a man whom I once considered my friend, loose all dignity and integrity as he lied and lied desperate to deflect blame to everyone else, but him self. I was shocked at the things he said, the way he knew that what he did was wrong. How like the cowardly lion, he lacked the couraage to speak up and tell everyone else that it was wrong, just as he had been told by his own accountant.
After the so called money saving
referendum, I watched as every delegate, one by one voted NO, so that in the end it was just Jim and Mike who were left there alone to look like the fools that they
must have thought everyone else was.
Things were racing through my mind, I just couldn't help but to believe that somehow this was all wrong. And then came the
Inspector, a man for whom the great majority have and hold in the highest of esteem. I watched as he pled for a stay of execution.
I watched a handful of members speak up to say NO we have had enough!! What great courage it took to do that I thought. Finally when the old man, beaten down and deafeted, came to his good senses and resigned his postition as treasurer, the whole room breathed a sigh of relief. Then next it was the inevitable.
Someone close to Jim stood up and said, what everyone was thinking. The time to end all of this is now! Jim must resign or
be forced out, for his own good and for the good of the dues paying Union Members. This has to stop!! It has to Stop Now!! Not a week from now,
not a month from now, it needs to stop today!
The credibility that some people are talking about that we have lost is a horribly misgiuded attempt to protect a friend, I get that, but as was said at the meeting, this is NOT about friendship, this is NOT about the guy everyone is calling a rat! That was the old way of thinking, today we applaude the few who saw this through with conviction and with out fear.
This is about taking back control of our union! This is about honest answers, to honest questions.
This is about all of us standing up one unified voice and saying enough is enough!

was the truth. His other once and former friend and biggest supporter, Dooley, stood up and admited what by all accounts was long over due to be said. I have zero confidence in Jim to run this union. Then the real deal, basically being handed the keys to the ship, Kevin said no, today is not the right day to do this. With all the dignity, class, and honesty any human could display, Kevin continued the meeting and the motion to dismiss Jim was tabled to be brought up at the next meeting of the membership.

A very sad day for us and the feeling of sickness and disgust began to recede. I started to think about what had been said
and how it had been said and it occured to me that for the first time in along time, integrity, and credbility had come back to the union, not disappeared as some were saying. It came back in the form of three honest individuals whom I watched behave in manner unlike any union stewards I had previously seen. It occured to me that a perfect and open democratic process had tken palce and that our voice had finally been heard. It slowly came to me that this was not the darkest day in our history, but rather that this was possibly the best day in our history, because for the first time in the history of this union the members were not afraid to speak up and do what the elected President of our union should have done. What happened here today is simply a referendum on the individuals,in question, ability to run this Union. We have way to much to loose and the union leadership must be afforded every chance to protect our interests without the albatros of past mistakes hanging around their necks. If that means, that Jim must step down or be forced out, oh well!! Let the chips fall where thay may.
As the days have gone on since,
my hopes for the union and for our future have brightened up, I know that the message sent here is a positve one, and I know that those who think we are just simply push overs, are wrong. All you managed to do was to wake a sleeping
giant from a long slumber and with Kevin, Billy and Dooley at the helm we can rest assured that we will never ever be raped
again in our sleep, by those we entrusted to protect us.
Shouldn't be to hard to round up all the receipts for the Feds. Isn't on record from the meeting that Mistal found all the receipts & paperwork that were allegedly lost and that he had them in his trunk of his car? He even offered to go out to his car to get them to show them to TR and SZ at the meeting.

I think you 2 are owed a BIG thank you and apology. Rooney got in the game a little late but none the less, and I personally watched Zipp be treated like a punching bag for the past 18 months at every union meeting. That kids got some serious fortitude. Knowing of the beating to come , showing up and taking the beating, saying thank you for the beating and coming back for more each and every meeting without even being a delegate. I personally thought the dude was crazy. And i wont lie, waited for it to happen every meeting almost like entertainment. We should all recognize the type of men these two are. Definatley a cut above.

it takes courage to say the difficult things that others think but won't speak up. there is an overwhelming amount of support for Kevin Billy and Dooley. lets move ahead now without the distraction of federal indictments and things that can only serve to distract our focus.
If you look at the very bottom of the website you'll see what Dooley controls. The rest is cluttered Panus material. Dooley was very angry when he posted , after the January meeting, the , vote of no confidence that was taken by the delegates. It was taken down at Panus request by Tina. Apparently Danny derenda yelled at Jim and he took it down. He puts JTE , his initials after anything he posts so if there is a problem you can see him about it.
As far as the meeting minutes, he usually has them to Jim a week after the meeting. From there Panus goes over them to take out anything that is critical of Dan derenda. Tina then gets them and formats them, then they are distributed.
Who will be the new tresurrer? Someone mentioned that Frank G. didn't catch the misguided spending, is that true? I think Frank would be good at the job. Lots of experience in finance and on the job. Worked all over and worked hard, I have been told. Maybe Zipp ir Rooney would be better, I don't know. Someone give us some guidance on who to vote for for tresurrer. Is there any other vialbe canditates? Who should we vote for prez, too? I vote no on cusella and yes on Frank. Police Benevolent Association Ex-President in Miami Pleads Guilty to Fraud
Cops normally make arrests for theft. Vernell Reynolds, a former police officer with the City of Miami, turned out to be an arrestee. And one day - should it ever arrive - she'll likely go to prison. On April 25, Reynolds pleaded guilty in U.S. District Court for the Southern District of Florida to fraud and tax evasion relating to her embezzlement in excess of $200,000 from her union, the Miami Community Police Benevolent Association (MCPBA), which represents black law enforcement officers in the Miami-Dade County area and which she headed. She had been indicted and arrested in January 2012. Though originally scheduled for sentencing in July, and then again in August, no record of any sentence could be found. The U.S. Attorney's Office this week was unable to provide updated information. That may be the way Reynolds prefers it.
Back on January 6, federal prosecutors announced a 16-count indictment of Reynolds for wire fraud handed down the previous day. Reynolds, now 47, a resident of Hollywood, Fla., apparently had used her union's two credit union accounts as her own slush fund. Having become president of the local PBA in 2005, during September 2008-June 2010 she used an association-issued debit card to make unauthorized cash withdrawals for her personal use. Following that, she falsified financial reporting forms. Gambling likely explained most of the thefts. Court records show that fully thirteen of the withdrawals were made at the Seminole Hard Rock Hotel & Casino near Hollywood, Fla.; another was made at an Indian-owned casino in California. A joint investigation by the IRS, the FBI, the Department of Labor and the City of Miami Police Department led to the conclusion that Reynolds had stolen PBA credit union funds. She was fired from the police force shortly thereafter.
At her guilty plea, Reynolds admitted to fraud in an amount of between $30,000 and $70,000, but agreed to pay $210,000 in restitution to the association. One of her lawyers, Peter Raben, believes she deserves leniency come sentencing time. "Even good and strong people battle demons and sometimes fail," he said of his client at the April plea hearing. "Vernell is remorseful and embarrassed by what has happened, and hopes that someday those who relied upon her and are disappointed in her will come to understand and forgive." But working up that spirit of forgiveness may be difficult. For one thing, her reported income for each of 2007 and 2008 was more than $140,000 - not exactly poverty-level. For another, she also faces state criminal charges filed in March 2011 relating to falsification of tax returns. According to current MCPBA President Stanley Jean-Poix, her former fellow officers have expressed "not much sympathy [but] a lot of anger."
Frank Ginesi, frmr. president of the NJ State Policeman's Benevolent Assn. (PBA), said on April 21 that he had no idea how he ended up in fed. court. But earlier that day, he confessed to U.S. Dist. Judge Dennis Cavanaugh (NJ, Clinton) that from 1991 through 1996, he had withdrawn more than $1 million from the PBA's funds "in a manner not authorized by the [PBA] constitution and by-laws." He also admitted setting up four accounts at the Family First (later Great Falls) bank without ever informing the membership.
A Hackensack policeman was charged Mar. 8 with stealing more than $75,000 from police union funds, including money for the widows and orphans of slain officers. Allegedly, Kevin Schneider, who oversaw the several union funds as treasurer for seven years, used the money during the past four years to finance his gambling forays at the Meadowlands Racetrack and casinos in Atlantic City and Las Vegas. Much of the money allegedly came out of the Policemen's Benevolent Ass'n Local 9's death-benefits fund, which helps families after officers die. Reportedly, Schneider has almost totally depleted the fund. He also allegedly ravaged Local 9's general-operating fund, contract negotiating fund, golf-outing fund, and a fund to build an in-line skating park for city youngsters.
PBA Officers Buglio and Newman, members of the Vineland, New Jersey police force, were charged on February 17 with mishandling an unspecified sum of funds from the union they helped run, Policemen's Benevolent Association (PBA) Local 266. The pair had turned themselves into police headquarters that day; each was charged with four third-degree offenses. They also were removed from their union positions by the state PBA chapter and suspended without pay from their daily police officer jobs. No further action has been reported in the more than three months since.
Steven Buglio, 36, a resident of Vineland in southern New Jersey, had served as president of Policemen's Benevolent Association Local 266, which represents cops in Vineland and nearby Buena. Newman, 30, a resident of Elmer, N.J., served as union treasurer. According to the office of Cumberland County Prosecutor Jennifer Webb-McRae, the pair "failed to make the proper disposition" of local funds and used the money "as if it was (their) own." Authorities wouldn't comment on how much money the defendants had taken. Vineland Police Chief Timothy Codispoti reported the thefts to the prosecutor's office, which then launched an investigation. Buglio and Newman each were charged with one count of: 1) theft by failure to make a required disposition of property received; 2) misapplication of entrusted property; 3) conspiracy to commit theft; and 4) conspiracy to commit misapplication of entrusted property. Greg Pacitto, the local union vice president, since has replaced Buglio as president.
