Princeton in the nation’s Service” may be the University’s unofficial motto, but the widespread enthusiasm for service among Princetonians does not extend to state law enforcement. Alumni participation in this profession has been sparse, with only a handful of active police officers listed on TigerNet, Princeton’s alumni database. Mark Maraschiello ’87, a SWAT captain in the narcotics unit of the police department in Buffalo, N.Y., said the chief reasons for the lack of Princeton alumni in police forces are the profession’s personal risk and low financial gain. “Being a cop is not very lucrative, and it’s certainly dangerous,” said Maraschiello, who has sustained five serious injuries in the line of duty since he began his career. “Most people [who] graduate from Princeton want to become doctors, lawyers and Indian chiefs,” Maraschiello explained, referencing the hit 1945 song by Hoagy Carmichael. “I’m the only person I’ve known in 22 years of service that has an Ivy League degree.”
“Having a Princeton education is a double-edged sword,” Maraschiello explained. “Some people respect you and recognize your accomplishment … but part of the population is jealous immediately. They think that you must have been born with a silver spoon in your mouth.”

The issue of bypassed promotion and subsequent grievance was asked at two consecutive general body meetings .Oddly enough one of Penis's cronies Britzolero asked and was lied to by Penis. Penis stated that the two others were also to be grieved. However he knew it was previously determined by counsel(schwann) no legal challenge could be mounted. Previous case law re. one in three covered any possible angle involving the others. However Gambino's successful promotion to detective then subsequent election to Union officer status raises some serious issues for the city's reasoning to bypass. The entire membership is acutely aware of the glass ceiling awaiting any elected union officials that have the balls to challenge this admn. and stick up for the members. So, Panus was part of the Meegan crew for three years. He took $500 a month for those three years. Plus he took another $200 a month above that. That means he owes us/the union $25,200. They took it in Jan and Feb of 2012, even after the 3 new honest guys said no to this secret check. Panus actually increased his check to $550 and took another $200 for PR ? Misztel took the $500 and another $100 from another account for expenses. $500 wasn't enough for either of them. Move on, my ass. Too late for that. Feds are here. WIVB (ch 4) aired the story of the Bob Meagan Union thefts tonight. They outlined how the Meagan union heads spent a ridiculous amount of money compared to other unions. Larry Barry, our former union president commented on how unusual it was. WIVB said they tried to contact Meagan but were unsuccessful, they said Panus promised to give a statement soon. Panus missed his opportunity to quiet this thing. He should have given his dishonest statement and let it die.
I urge those with the information to send it to WIVB and all other media outlets. Also send the email Panus sent out accusing some of being Snitches for telling about the audit. Also include the fact that Panus and Mistel still were taking the $500.00 a month, even after the new guys uncovered it.
Remember, while you were out on the street trying to make an extra buck for your family, your PBA Executive board was siphoning money via dues into their pockets. BUFFALO, N.Y. (WIVB) - A recent audit of the Buffalo Police union is raising a lot questions about how money is being used. The audit points to a lack of proper internal controls over how some of the money was spent under the PBA's former leadership.
The draft audit looks at the Buffalo PBA's spending practices over a two-year period, from 2010 to 2011. Specifically, auditors are looking at $56,000 in credit card charges for meals, entertainment, conferences and similar items.

So far, the draft audit has identified several instances where proper supporting documentation was not maintained or spending on certain expenses may be deemed unauthorized and excessive.
For example, auditors looked at charges each month to various restaurants in western New York and also in Florida, where former PBA president Robert Meegan also maintained a residence. Some of the lunches totaled more than a thousand dollars.
Meegan told auditors that he would entertain other PBA officers and politicians, and that the PBA was a 24-hour, 7-day a week job.
As PBA president, Meegan told auditors that he was required to buy drinks, lunches and dinners to benefit PBA members. Meegan, according to the audit, stated that when he took office he was instructed by the former PBA president that the credit card could be used for entertaining PBA members, politicians - among other expenses.
But retired police Lt. Larry Baehre, Meegan's immediate predecessor, doesn't recall having a conversation with Meegan about what to do with the credit card.
"He was aware of the presidential credit card because at the time he was a member of the board," Baehre said. "So he knew what the rules were, in other words, what the card was supposed to be used for."
Baehre understood that the card could be used for buying a politician lunch or other legitimate expenses - but he says the card was used very judiciously.
"Rarely if ever would the credit card bill have been more than $200 a month, and only $200 a month on a very rare occasion," Baehre said.
According to the audit, the PBA's unwritten policy was they could take a spouse or significant other. Auditors found that total airline expenses for a spouse or significant other amounted to more than $3,000 during the 24-month period reviewed. But the purchase of the spouse's airline ticket should not have been included as a PBA expense, the audit states.
Meegan indicated to auditors that neither he nor the other board members knew the treatment of the guest's airline tickets was not proper.
In addition to airline tickets for conferences, lodging and certain meals were charged to the union-issued credit card, auditors state. PBA officials were given $2,000 each for additional expenses for a June 2011 conference.
But there were no receipts provided as documentation of what additional expenses the board members incurred for $2,000 each or if Meegan was paid twice for the same expense, according to the audit.
Meegan indicated to auditors that the amounts were for spending money for meals and golf.
Baehre said, "I always kept receipts for things."
Baehre hasn't seen the audit, but says he is surprised by its striking allegations.
"That's more than we ever spent, and I think had I ever spent stuff like that I certainly would have been vilified," Baehre said.
The audit was requested by some current union leaders following Meegan's retirement a little over a year ago. News 4 reached out to Meegan for comment, but were unable to reach him.
Current PBA President James Panus tells News 4 he is unable to comment on the audit at this time.
The draft audit has 11 recommendations, ranging from having a better accounting system to establishing guidelines for hotel accommodations, travel and meal allowances.

They must go and the investigation must continue. As of the past few days a person who I see to be pretty honest and respected informed me he himself had no choice but to go to the A.G.'s Office. He explained a series of events that basically backed him into a corner. I didn't ask him, he just told me. Sergeant Gary Morales was shot and killed while making a traffic stop in the 3200 block of Naylor Terrace, near Edwards Road, at approximately 9:30 am.
During the stop a subject exited the stopped vehicle and opened fire, striking Sergeant Morales as he sat his in his patrol car. He was transported to Lawnwood Regional Medical Center and Heart Institute where he was pronounced dead.
The subject was taken into custody.
Sergeant Morales was a U.S. Air Force veteran and had served with the St. Lucie County Sheriff's Office for 13 years. He is survived by his wife and twin children.

Detective Elizabeth Butler and Sergeant Loran Baker were shot and killed as they followed up on a sexual assault investigation at a residence in the 800 block of North Branciforte Avenue at approximately 3:30 pm.
The suspect who was inside the residence, opened the door and immediately shot and fatally wounded both officers. He then stole both of their handguns and fled the scene in their unmarked vehicle. He was located nearby approximately 30 minutes later and was shot and killed when he opened fire on responding officers. The subject was wearing body armor at the time he was killed by other officers.
Detective Butler had served with the Santa Cruz Police Department for 10 years. She is survived by her two children and her boyfriend.

I have been a Buffalo Cop for almost 20 years, as of today, I can honestly say I only have a very few true friends on the department. I am not looking for friends, especially here. I took the job for the adventure and the pay & benefits, not to make friends. I agree with those who want these wrongs, righted. I agree that the media should be privy to this, we are PUBLIC officials. We should be beyond approach, that includes the officers who seek union positions. A union is obligated by law to keep good financial records, our treasurer did just the opposite. May be laws were broken, maybe they were not, but regardless, it is wrong what they all did. I hope the authorities do get to the bottom of this unfortunate situation so that it will not happen again. As for the Meegan regime, he could have been hailed as the BEST for ever, but now that we have uncovered his deceit and disloyalty to the membership, he and his will be remembered as the worst, most corrupt assholes this union has ever experienced.

Rumor has it this $500 a month extra bullshit and all the lavish dinners, expensive bar tabs and luxury trips to Florida on PBA money is a relatively recent way of doing business. My sources tell me that around the time of the imposition of the Control Board and the refusal of the courts to honor our contract, Bob and the boys began to change. They became more and more delusioned by the political odds stacked against them. According to my source, Bob and the guys in charge of the union were just tired of going nowhere no matter how hard they fought. They also felt a lot of the troops were ungrateful for all the things that they had accomplished in the past and were only interested in what Bob and the boys could produce today.
So with that mindset, it was around this time that the PBA leaders began to splurge and start thinking more of themselves and less of working for the good of the whole membership.
Bottom line, those guys were in the PBA Office and not out on the street working the police job for far too long. They should have groomed some talented younger guys and then handed over the keys to the new guys once Bob and the boys started feeling the first signs of burn-out setting in. Twenty-five years in charge of any organization is just too long.
I just heard that if there is a motion to remove Misztal at this weeks meeting it can be done by a "role call vote" or a "secret ballot" by the delegates. A secret ballot ? C'mon.... please make my delegate raise his hand and vote in front of the people he says he represents. I think he talks out both sides of his mouth and I have no faith in him. He is another sheep in the flock. Why hasn't the delegates approached people with the printed Audit report? They act like it's a state secret. I thought it was released to all delegates so we could review it and form an opinion based on the facts. Nope. This is a big reason why we are at this point and we have to be Policed by he FBI. For years the delegates have just been in a semi-coma state until the 1st beer is opened at the bar. The main concern for SOME of them is the release time. OH NO!!! This is soley on how too many mistakes have happened under his supervision of our finances. I was the "White man" who was promoted to Inspector off the 2008 list. I couldn't disagree more with this court ruling. There was an opening for Inspector for well over 45 days off the 2006 Inspectors candidate list and Captain Maraschiello should have been promoted off that list according to Civil Service Law! Captain Maraschiello refused to take the test for Inspector in 2008on a principled stand against a test that many saw as flawed (75% of score based on subjectivity). I applaud his not bending his principles and hope he can appeal this ruling to a court that completely understands the issue of fairness.

The dismissal of a reverse-discrimination lawsuit brought by a Buffalo police captain against the City of Buffalo, the Buffalo Police Department and former Police Commissioner H. McCarthy Gipson was affirmed this week by the U.S. Court of Appeals for the Second Circuit.
The ruling confirms that the city “was only trying to get the best test that was fair to everyone,” said Adam W. Perry, who represented the city in the lawsuit.

Princeton in the nation’s Service” may be the University’s unofficial motto, but the widespread enthusiasm for service among Princetonians does not extend to state law enforcement. Alumni participation in this profession has been sparse, with only a handful of active police officers listed on TigerNet, Princeton’s alumni database.
Mark Maraschiello ’87, a SWAT captain in the narcotics unit of the police department in Buffalo, N.Y., said the chief reasons for the lack of Princeton alumni in police forces are the profession’s personal risk and low financial gain. “Being a cop is not very lucrative, and it’s certainly dangerous,” said Maraschiello, who has sustained five serious injuries in the line of duty since he began his career.
“Most people [who] graduate from Princeton want to become doctors, lawyers and Indian chiefs,” Maraschiello explained, referencing the hit 1945 song by Hoagy Carmichael. “I’m the only person I’ve known in 22 years of service that has an Ivy League degree.”
“Having a Princeton education is a double-edged sword,” Maraschiello explained. “Some people respect you and recognize your accomplishment … but part of the population is jealous immediately. They think that you must have been born with a silver spoon in your mouth.”

The issue of bypassed promotion and subsequent grievance was asked at two consecutive general body meetings .Oddly enough one of Penis's cronies Britzolero asked and was lied to by Penis.
Penis stated that the two others were also to be grieved. However he knew it was previously determined by counsel(schwann) no legal challenge could be mounted. Previous case law re. one in three covered any possible angle involving the others. However Gambino's successful promotion to detective then subsequent election to Union officer status raises some serious issues for the city's reasoning to bypass. The entire membership is acutely aware of the glass ceiling awaiting any elected union officials that have the balls to challenge this admn. and stick up for the members.
Gambino is an outspoken advocate for the membership and does so at his own peril .For this I commend him , but maybe Fritters approach distancing himself from the union and securing political support for his upcoming promotion was the more prudent thing to do.
The one in three rule is a hard nut to crack with a very low success rate .It was unfortunate that anyone was bypassed but the pba's position on these issues are appropriate.

Our dues money, secretly taken from us on a monthly basis through $500.00 expense checks, under "Upstate". Really sickening. This has all come out because of the audit. They took it in Jan and Feb of 2012, even after the 3 new honest guys said no to this secret check. Panus actually increased his check to $550 and took another $200 for PR ? Misztel took the $500 and another $100 from another account for expenses. $500 wasn't enough for either of them. Move on, my ass. Too late for that. Feds are here. I bet those guys wish they didn't take those checks now...
WIVB (ch 4) aired the story of the Bob Meagan Union thefts tonight. They outlined how the Meagan union heads spent a ridiculous amount of money compared to other unions. Larry Barry, our former union president commented on how unusual it was. WIVB said they tried to contact Meagan but were unsuccessful, they said Panus promised to give a statement soon. Panus missed his opportunity to quiet this thing. He should have given his dishonest statement and let it die.
I urge those with the information to send it to WIVB and all other media outlets. Also send the email Panus sent out accusing some of being Snitches for telling about the audit. Also include the fact that Panus and Mistel still were taking the $500.00 a month, even after the new guys uncovered it.
Remember, while you were out on the street trying to make an extra buck for your family, your PBA Executive board was siphoning money via dues into their pockets. Those PBA officers didnt have to work nights or weekends like you. They took their families on vacations using PBA credit cards, all while you risked your life on the mean streets of Buffalo. BUFFALO, N.Y. (WIVB) - A recent audit of the Buffalo Police union is raising a lot questions about how money is being used. The audit points to a lack of proper internal controls over how some of the money was spent under the PBA's former leadership.
The draft audit looks at the Buffalo PBA's spending practices over a two-year period, from 2010 to 2011. Specifically, auditors are looking at $56,000 in credit card charges for meals, entertainment, conferences and similar items.

So far, the draft audit has identified several instances where proper supporting documentation was not maintained or spending on certain expenses may be deemed unauthorized and excessive.
For example, auditors looked at charges each month to various restaurants in western New York and also in Florida, where former PBA president Robert Meegan also maintained a residence. Some of the lunches totaled more than a thousand dollars.
Meegan told auditors that he would entertain other PBA officers and politicians, and that the PBA was a 24-hour, 7-day a week job.
As PBA president, Meegan told auditors that he was required to buy drinks, lunches and dinners to benefit PBA members. Meegan, according to the audit, stated that when he took office he was instructed by the former PBA president that the credit card could be used for entertaining PBA members, politicians - among other expenses.
But retired police Lt. Larry Baehre, Meegan's immediate predecessor, doesn't recall having a conversation with Meegan about what to do with the credit card.
"He was aware of the presidential credit card because at the time he was a member of the board," Baehre said. "So he knew what the rules were, in other words, what the card was supposed to be used for."
Baehre understood that the card could be used for buying a politician lunch or other legitimate expenses - but he says the card was used very judiciously.
"Rarely if ever would the credit card bill have been more than $200 a month, and only $200 a month on a very rare occasion," Baehre said.
According to the audit, the PBA's unwritten policy was they could take a spouse or significant other. Auditors found that total airline expenses for a spouse or significant other amounted to more than $3,000 during the 24-month period reviewed. But the purchase of the spouse's airline ticket should not have been included as a PBA expense, the audit states.
Meegan indicated to auditors that neither he nor the other board members knew the treatment of the guest's airline tickets was not proper.
In addition to airline tickets for conferences, lodging and certain meals were charged to the union-issued credit card, auditors state. PBA officials were given $2,000 each for additional expenses for a June 2011 conference.
But there were no receipts provided as documentation of what additional expenses the board members incurred for $2,000 each or if Meegan was paid twice for the same expense, according to the audit.
Meegan indicated to auditors that the amounts were for spending money for meals and golf.
Baehre said, "I always kept receipts for things."
Baehre hasn't seen the audit, but says he is surprised by its striking allegations.
"That's more than we ever spent, and I think had I ever spent stuff like that I certainly would have been vilified," Baehre said.
The audit was requested by some current union leaders following Meegan's retirement a little over a year ago. News 4 reached out to Meegan for comment, but were unable to reach him.
Current PBA President James Panus tells News 4 he is unable to comment on the audit at this time.
The draft audit has 11 recommendations, ranging from having a better accounting system to establishing guidelines for hotel accommodations, travel and meal allowances.

They must go and the investigation must continue. As of the past few days a person who I see to be pretty honest and respected informed me he himself had no choice but to go to the A.G.'s Office. He explained a series of events that basically backed him into a corner. I didn't ask him, he just told me. I have been a Buffalo Cop for almost 20 years, as of today, I can honestly say I only have a very few true friends on the department. I am not looking for friends, especially here. A union is obligated by law to keep good financial records, our treasurer did just the opposite. May be laws were broken, maybe they were not, but regardless, it is wrong what they all did. Nobody is voting anybody out. There is already a procedure in place for removing a member and takes anywhere btwn 4 to 5 months to complete!

Holder's March 4 letter was disclosed by Sen. Rand Paul (R-Ky.), who had asked whether the Justice Department believed President Barack Obama had the legal authority to order a targeted strike against an American citizen located within the United States.
The Obama administration, Holder said, rejected the use of military force where "well-established law enforcement authorities in this country provide the best means for incapacitating a terrorist threat." But in theory, it'd be legal for the president to order such an attack under certain circumstances, Holder said.

Why does D.A. Sedita have our records and By-Laws? Isn't there a conflict if he has to take some action? Were the records obtained through subpoena? Why hasn't our President shared all pertinent information with all the members? Suddenly, Bill Misztal has found missing records? Where were they? Why now? Are there detailed receipts? He stated on the record that he never had receipts. Does he think we believe anything he says? Is anyone else embarrassed that this continues to drag on over a year and these two individuals are still sidestepping and playing dumb at every turn? Our Union is a complete joke. Corrupt and in serious need of an enema................

Rumor has it this $500 a month extra bullshit and all the lavish dinners, expensive bar tabs and luxury trips to Florida on PBA money is a relatively recent way of doing business. My sources tell me that around the time of the imposition of the Control Board and the refusal of the courts to honor our contract, Bob and the boys began to change. They became more and more delusioned by the political odds stacked against them. According to my source, Bob and the guys in charge of the union were just tired of going nowhere no matter how hard they fought. They also felt a lot of the troops were ungrateful for all the things that they had accomplished in the past and were only interested in what Bob and the boys could produce today.
So with that mindset, it was around this time that the PBA leaders began to splurge and start thinking more of themselves and less of working for the good of the whole membership.
Bottom line, those guys were in the PBA Office and not out on the street working the police job for far too long. They should have groomed some talented younger guys and then handed over the keys to the new guys once Bob and the boys started feeling the first signs of burn-out setting in. Twenty-five years in charge of any organization is just too long.

I just heard that if there is a motion to remove Misztal at this weeks meeting it can be done by a "role call vote" or a "secret ballot" by the delegates. A secret ballot ? C'mon.... please make my delegate raise his hand and vote in front of the people he says he represents. I think he talks out both sides of his mouth and I have no faith in him. He is another sheep in the flock. Why hasn't the delegates approached people with the printed Audit report? They act like it's a state secret. I thought it was released to all delegates so we could review it and form an opinion based on the facts. Nope. This is a big reason why we are at this point and we have to be Policed by he FBI. For years the delegates have just been in a semi-coma state until the 1st beer is opened at the bar. The main concern for SOME of them is the release time. OH NO!!! Now we're expected to do something...I may have to stand up and show everyone how I flap in the breeze depending on how the wind blows. Get it through your thick head that this vote has nothing to do with B.M.'s qualities as a friend or his position while on duty. This is soley on how too many mistakes have happened under his supervision of our finances. His duties outlined within the By-Laws are so vague that is becomes hard to clearly lock him into an official union charge of misconduct. You really have to use your common sense at this point and realize it doesn't matter if this is criminal or not. IT WAS WRONG!!!! If you can't see that please at least have the stones to stand up and announce it to the rest of the membership. Stupidity is not a crime, no one will laugh at you. No, that is untrue, but the procedure has started already at our board meeting. The general PBA meeting tomorrow 3-7-13 at 1:00 PM will be an important part to that procedure. We will know after tomorrow who will be on the butcher block and who will not. We are going to be hearing many different rants on who and how, dont listen to them. Show up at the meeting and participate. Let us take our union back now.
Any delegate that is afraid of showing where they stand is not doing their job. Hiding behind a secret ballot is a cowards way.
Jim panus has done a great job. He is a tireless unselfish president who has made some very impressive changes thus far. Leave this man alone with all of your libel and slander. As far as Bill Mistel, he has given his life to this department and union. He too should not be bothered. You cry babies have no idea what dedication these men have provided so we all have better lives. Hey cry babies, leave these men alone and realize they will stay as long as they like. And Bobbie Meegan was like a god. Without him we would be no where you ungrateful bitches.
Any further delay or attempt to delay is going to create more tension and problems for the Union. I pray the Feds move quickly and get to the bottom of this mess.....we clearly are in total disarray. After years of a Control Board....now we are going through Arbitration for contracts that have expired and years that have passed and anything that might come of it, that is positive, is going to be spun into Jim Panuts being a hero. Any arbitrator coming into this is going to look at the the cash surplus the city has stockpiled, the time that has elapsed since we had a contract, the comparable municipalities and their police salaries......and BINGO.....Buffalo is paying less.......thus some type of award. This isn't rocket science. Sooner or later arbitration is going to happen. Odds are that after 10 years of being frozen.....we may get a little something. The idea that Jim Panuts is a hero because this arbitration is finally moving forward is ridiculous. It was going to happen regardless of who was in office. Jim Panuts wasn't here 30 years ago and he won't be here in another 30. The Buffalo Police will go on and continue even without these saviors. Just another footnote in a time of turmoil and self implosion.
These men have deceived the union membership. They took advantage of all of us. Mistel has been the union treasurer for 25 years. We now have learned through a mere sample that he has abused or at least ignored his responsibilities to us. Penis excepted money, legally, but morally wrong. Many of us feel he did it knowing that it was morally wrong to the membership. There is no good reason to let these two off the hook. They consciously did what they did and it can not be taken back. What can be done, is for the membership to act on their behavior. Personally I think they should both leave their positions immediately. If they really cared about this union and about its members, they would, but their past conduct indicates otherwise.

Any idea that would take power or create checks and balances he has opposed.
